Which aesthetic and lore do you like most? This is more important than gameplay, because gameplay can change completely within a year or so, aesthetic only changes very slowly and gradually. Lore moves about as fast as looks.

Gameplay wise, Ad-Mech for competent shooting and melee units which are too slow to get into melee half the time, also no transports. Due to being an Imperium Army, any holes in your list can be filled by the vast number of other Imperium units with a detachment.
Tau for competent shooting, no melee capability to speak of, but they do have transports...which noone uses, really.
Genestealer cults for ambushing and melee, below average shooting, and good ally options.

Ah, maybe I should've TL;DR'd the article.

Basically it says how cheaper dice with pips indented and rounded corners will roll more 1s because of the weight distribution and stuff, and the reason they have those indents and rounded corners is because for every 2 dice they make like that, they save enough plastic to make a 3rd. So they'll roll nearly double the amount of 1s because of that, but casino dice are made with gambling in mind and have square edges and no pips so they don't have those problems.

I actually did a statistics final on this. Over 10000 rolls from 10 chessex D6s, the ones with rounded corners and pips, I didn't find a statistically significant distribution. It was basically 1/6 for each result.

From the same final: GameScience Dice, standard cheap D20s, and those "spindown" D20s that WotC hands out for life counters, all basically identical. The only strong bias I found was in Roll20's dice roller, which strongly favors the numbers 1, 3, and 17 on a D20

Again. To Magnus, warning the Emperor of Horus' betrayal was an exception. Most orders / commands have a built-in except clause.

And if the only way to warn the Emperor was to use Psychic powers. Proving Magnus was right. Well that's just icing on the cake.

And for that built-in except clause. It only works if your superior agrees with you. UNFORTUNATELY for Magnus, the Emperor didn't agree that knowing his favorite son had been corrupted was more important than hijacking the Knife-ear's tunnels.

Colors don't matter. Chapters have progenitors, but just have to follow the rules for their progenitor (or Chapters Tactics that are more fitting).

Basically, just build a [Chapter] List, following chapter restrictions should they have any (no psykers for Black Templar!), and then replace all instances with [Chapter] with [Custom Chapter] in their profiles.

Take it slow. Try to buy the boxes that offer a discount. The Dark Imperium Set is good for this, especially now that Primaris have gotten some buffs. But also the Start Collecting boxes. Paint your Marines however you like. My last game with him his fleshmower took off 8 wounds on my imperial knight then it got CLANG'D by mortarion, who then preceded to eat my dreadknight. And his miasma made it so I couldn't even utilize my five hellblasters.

In my experience casino dice are unwieldy due to size and paradoxically bring the idea of cheating with the dice to the forefront in games of 40k. Generally I just go with some nice 12mm square dice to get me most of the way there at a lower price and without any weirdness. Koplow makes good dice for this.

Not so sure about points efficency, but a scion command squad of 4 guys with a prime with command rod or auto reliquary and a regular 5 man squad can all fit in a taurox drive out and cap objectives or fight dudes being more mobile after deployment than deep strikers and can't be denied by just chaff units in the back lines. They also get more use out of hot shot lasguns or meltas because they aren't stuck at 9 inch range.
