I have a bone to pick with the proposed Body Recycling Act.

As a wandering adventurer around 20% of my gross income comes from tomb spelunking. And around 25% of my job satisfaction comes from fighting the guardians and circumventing the traps within them.

The numbskulls of the spooky party are looking to affect the long term income of the way of life I represent. Its a travesty that there are no compensatory measures being put in place.

I would have thought SPOOKY of all parties would see the value in re-appropriating that which is no longer being used.

Not only that but as a Bard a large portion of my supplemental performing income comes from funerals.

I guess I shouldn't have expected SPOOKY to respect a persons right to earn a LIVING.

This law also requires 1 SPOOKY, 2 Knights of the Magical Realm and 2 Galactic Empire members to be standing in the house for the law to function at all.

We live in trying times. We must focus on making laws that exist without preconditions of the state of the house.

But it's not. When families bury their dead, and place their own values in the grave with the dead that is their hard-earned money they are putting in there to honor their dead the way they see fit. And this man is saying that he steals that money for himself, and if the dead don't get buried, he can't steal their money.

This is like a thief complaining that he needs compensation because poor people have no money so he can't rob them. Find another area to make your money from.

I have to go to work now, so I can't keep arguing this.

I'm for this too. I think the Game master of the Parliament should be allowed to lower the seats if there's no playerbase to fill them. If there's a sudden influx again then it can always be put to vote to raise the numbers.

There could be a default number parliament *always* returns to should 50% of the seats not be filled at any time.

I have half a mind just doing that. But people already tell me that they think I push legislations and don't keep to my own rules. Or in the words of that eloquent ALF remnant "I'm an asshole autist". While I not dispute that, I take offense at the notion that i manipulate the rules in a selfish way. If we still can't break that patt by the end of the day, I will just lower the required seats for voting in the rule settings as proposed, and deal with the fallout later.

I admit that I never should have written the starting rules set in stone. It seemed like a good idea to prevent cheats at the beginning, but its not helping anyone anymore.

Exaclty. They may join if they are interested, and I encourage them too. Spooky and the Coalition are eager to work together but I will NEVER force a party to act if they do not wish to. The only reason why the parties are mentioned in the act is because they advocated so heavily in the first place for a spot on the board.

This bill has already been heavily argued, debated, amended, and shut down in the past but that stops here. Jackie, myself, Mr. Bones, and other various members of the Spooky party, as well as members of GE and KotMF, have been fighting tooth, nail, bark and branch for this bill but I'm putting my root down. This bill has been fair for quite sometime and right now it seems like the only people who wish to dispute it are the ones that saw Spooky moved for it and are still riding the Anti-Spooky train. If you don't like it, vote Nay when it comes to be voted upon and if it passes, move to have it removed. Question about passing amendments and changes to the constitution, I understand we require a super majority 2/3rds vote in order to pass these kinds of legislation.

The problem is if its 2/3rds of all occupied seats, then such bills will never be passed, as shown by the slow down, we have great difficulty even filling back enough seats to even be allowed to vote.

If it was 2/3rds of all total of all recognized MPs, then, evident by the previous week's parliament, most MPs are just going to be inactive seat holder with maybe 12-20ish Active MPs at every given voting session, therefore nullifying any voting done.

If it was 2/3rds of all participating MPs, then it will open floodgates for samefagging, trolling and abuse of the system.

LET'S GO

Proposal: 'Amendment of the Minimum Size of the Parliament'

Proposed by Average Joe [Totally not Dimir], seconded by Moff Wibbles [Galactic Empire], thirded by Reapin' Man [Spooky]

Voting can only start after 35 seats of the Parliament are filled by at least three different parties.

>> No.40782414

>>40782389
Proposed by Red Marine, seconded by Moff Wibbles, Bastun, Umbra and High Illusionist Barleywise the Trickster

The Lord Commander will appoint all other minor offices (like Speaker). He will be elected weekly, every Wednesday. Election will be the whole day (00:00 EST - 23:59 EST). A candidate for lord commander has to be proposed by someone else. You can not propose yourself, or vote for yourself. Only one Lord Commander candidate per party is allowed. To be elected, the winner needs to have a simple majority with a vote from at least three different parties. The Lord Commander can not be from the same party two weeks in a row.

Powers: 1) The Lord Commander can freely appoint and fire speakers (up to three!).

2) He can refuse a new parliamentarian a seat or barr a new party who has three members entry into the parliament. He can do that up to 24 hours after the new member/party joined.

Responsibilities: He has to check for the lawful process during votings and analyse if new laws conflict with existing laws. He can stop laws from becoming active up to 24 hours after the vote counts are in, IF he can provide a valid reason to do so. He has to clarify his decision to stop a law and provide a reasonable explanation for his decision. He must appoint at LEAST one Speaker during his term. He is responsible that parliament functions in good faith, and has to update the /tg/ wiki offices and laws.

Parliamentarians can call for a vote of mistrust against the Lord Commander AFTER the Lord Commander made a decision (elected speaker, stopped laws, ect...) if they feel he acted in bad faith. If the call for a mistrust is supported by members of half the existing parties, the vote of mistrust will begin immediately after the last needed PM gave his support. The vote will go for 12 hours. A "yes" or "no" vote by parliamentarians is enough. After 12 hours the votes will be counted, simple majority decides. A tie is not enough.

If the call succeeds, the Lord Commander office is vacant and a new emergency session will be held immediately. The by the old Lord Commander appointed speaker lose their office as well. During a vote for mistrust, the Lord Commander may not make any decisions. The initiatior of the call of mistrust MUST ALWAYS give a valid reason for doing so. Valid reasons are: Neglect of duty, obvious favourism, not acting towards the good of the parliament as a whole.

Proposal of Bill: 'Body Recycling Act: Part 2 Electric Boogaloo

Moved by Jackie Skeleton [SPOOKY], seconded by Moff Wibbles [Galactic Empire], thirded by Voltaire [Knights of the Magical Realm]

- The bodies of the recently deceased should not be put to waste ( either by burial, cremation, or any other choice of disposal ).

Participants who willfully agree in either verbal or written contracts may choose to donate themselves to our fine cause of undeath once they leave the world of the living behind. They, or their families - if the contract holder so chooses, will be monetarily compensated for their donation.

Compensation will be from the phat loot the /tg/ Milk Farm will be making from Skeletons chugging for more calcium

A coalition council consisting of Spooky, Galactic Empire, and Knights of the Magical Realm, named the "Unlife Relations Council" will oversee the process.

The "Unlife Relations Council" will be made up of seven representatives. Two from Galactic Empire, two from the Knights of the Magical Realm. Two other members of the council can be from any party choosing to aid in this endeavor. Spooky will only have one representative. If there are any issues that result in a tie of votes, Spooky will play tie breaker.

The "Unlife Relations Council" will conduct background checks on all participants to ensure that participants choose the path of unlife of their own free will.

Non-Spooky affiliated Necromancers will perform the transfer of participants to their new unlife.

Any necromancers found to abuse this process for their own gain will be put to trial. If found guilty, it will result in their death without ability to be raised into unlife.

The "Unlife Relations Council" will act as the judges of these trials.

The Undead may choose to join the Spooky Realm to be among those like themselves, or choose to go on their own path.
VOTING STARTS NOW.

Proposal: 'FLGS Bill'

Proposed by Moff Wibbles [Galactic Empire], seconded by Umbra [Knights of the Magical Realm], thirded by Vulkan [Imperium of Man]

It has come to the attention of the Galactic Empire that there is a lack of TRADITIONAL GAMES within our lands.

Therefore, the Galactic Empire proposes that:

1) Construction begin immediately on Friendly Local Gaming Stores in every major city on /tg/. These stores will be ownred, run and staffed by locals.

2) The establishment of a /tg/ regional office of Fantasy Flight Games, the single most based traditional gaming company in all of existence.

3) The immediate construction of a factory to produce Fantasy Flight Games products locally within /tg/, creating jobs and ensuring that our citizens do not have to wait months longer than is fair for the latest in /tg/ related products. The Galactic Empire suggests that this factory be placed along the river to take advantage of hydroelectric power.

4) The construction of an independent commission for ecological preservation to ensure this and future construction projects do not produce irreparable environmental damage or pollution. As we industrialize, we must take care not to destroy the very board that we represent.

'Proposal of Bill: Fair Prices Act'

Proposed by Vulkan [Imperium of Man], seconded by Moff Wibbles [Galactic Empire], thirded by Nar Burnt-Hands [The Equal Heights Coalition]

The Fair Price act, to be put in effect immediatly should it be passed, enacts a mandatory lowering of all Games Workshop prices within the lands of /tg/. Prices would be lowered by at least 55%, to be more reasonable and new-hobbyist friendly. And as Moff Wibbles said, I propose adding a GW factory in said lands of /tg/ to reduce shipping and/or transport costs.

I believe this act is to the obvious benefit of everybody. Thank you for your consideration, ladies, gentlemen and undead.

Proposal of Bill: 'Boardwide Commission of Sewers'

Moved by Average Joe [Totally not Dimir], seconded by Jackie Skeleton [SPOOKY], thirded by Blood Raven [Imperium of Man]

A big portion of the population of /tg/ don't have access to adequate sanitation.

In the less developed parts of /tg/, a considerable number of big cities and important commercial centers use their rivers as open sewers, with disastrous consequences to the public health.

Because that I propose the "Boardwide Commission of Sewers".

This entity, under supervision of the Totally not Dimir party, will implement sewerage systems and drainage infrastructure in every city that needs it, starting by the most important commercial centers. And will expand and modernize the current sewerage systems to ensure a proper sanitation and good health to every habitant of /tg/.

Proposal: 'Alcohol for All' Act

Proposed by Voltaire [Knights of the Magical Realm] !!ovdI0id3NeK

-Alcoholic beverages are exempted from all taxation regulations if applicable.

-This bill does not exempt the environmental tax on non-fillerable alcoholic containers.

-This bill does not prevent alcoholic beverages from being regulated and moderated by currently existing food and health safety regulations provided by the Galactic Empire, ALF and any associated parties concerned with the standard quality of these products.

-This bill allows alcoholic beverages to be tempered with alchemical and/or magical regents as long as they meet all health and safety regulations stated above.

-Alchemical and/or magical regents used in the making of alcoholic beverages that induce negative effects on the free will or mental state of those who consume them are strictly prohibited.

You threaten our ways and your lucky we do not respond with the threat of our legions. Freedom of Religion has strong roots in the Republic, and we would see that our ways are respected before we proceed further with your party.

Additionally, perhaps the Spooky party could lend its own champions to fight in the ring as well? These champions will adhere to all laws, customs and traditions of the nation of Rome, and Rome can see fit to pass judgement on those that break any of thos laws or customs. They will not need to be paid since the Got Milk? I give you from the halls of the Roman Senate the Great Games Act.

The Great and noble senators of S.P.Q.R propose the Great Games Act. Long have we found our entertainment lacking, we long for the days at the Coliseum where men would fight men, where beast would destroy criminal, where Chariots would do battle side by side as riders would urge their beast on further.

Rome Proposes that these games be hosted in the Glorious name of our Senate! For 3 months the games would pit the best fighters against the best and sometimes worst examples of sentience. Each party would choose a Champion to represent them, the champions would then do battle for the entertainment of the Senate. We would also have great chariot races held for our entertainment as well. Further games can be proposed by members of the senate.

The participants will again be champions of the parties of the Senate, Wild and exotic beasts, criminals, slaves and christians. Any and all who find their end in the arena will have their flesh removed and be handed over to the SPOOKY necromancers to continue their service to the Senate. They will not be granted proper funeral rites due to their status as either slaves or criminals. (with the exclusion of champions unless they fall under the jurisdiction of the Proposed Bill: Body Recycling Act: Part 2 Electric Boogaloo.)

Funds for the construction of a great amphitheater in Rome would also need to be allocated to the project, we would also see a statue made in the glory of each Senator be constructed along the entire circumference of the amphitheater each housed in a great alcove.

Here is a rough draft of my reserve banking act.

To create a national reserve banking system to finance any or all major parliamentary projects.

The national reserve banking system will be designed to provide the government with a ready source of loans and serves as the safe depository for all parliamentary finances.

Interest rates on loans and securities will remain as low as possible, providing only enough to maintain the national reserving banking system.

The national reserve banking system will use already established local banking institutions of highly reputative credentials and only ones approved by the Parliament.

The National Reserve Bank will be supervised by a coalition council of Knights of the Magical Realm and any other party who wish to participate.

The National Reserve Bank will not be operated for profit, all excess proceeds will be considered as parliamentary finances.

Any National Reserve Bank issued stock may not be sold or traded or pledged as security for a loan.

Looks good, but I don't agree with this part. If we keep the interest rates too low we may cause inflation and hurt our economy. A committee should control the interest rates and adjust them when necessary.

Not gonna lie, I don't know the first bloody thing about economics, so I'm gonna stay away from this one to make sure I don't accidentally ruin everything.

Good Morning Senator Wibbles would you be kind enough to introduce the following Act to the floor?

Great Games Act

Proposed by Flavius Belisarius [S.P.Q.R - The Last Roman] !!NTfGkXfd4Qw, Seconded by Haunted Tree, Spookiest of the Spooks [SPOOKY] !!IF0Rba2ABaU and High Illusionist Barleywise the Trickster [Coalition of Arcane Arts] !!kpLYYnTIVYM

Each party would choose a Champion to represent them (note that if a party does not wish to participate they do not have to,) the champions would then do battle for the entertainment of the Senate.

Honestly, I think everyone's just using our channel at this stage. It's kinda funny. I had to make a channel for internal comms because everyone uses our public one as the Parliament break room.

I proposed a reserve banking act, to properly finance all of these infrastructure and construction projects.

And finally, the body recycling bill has been amended to exclude all roman citizenry.

Ohhh no! "Give me control of the currency, and I care not who rules the country". The only party I would entrust with this, would be the equal hights coalition. Or maybe the All American Party.

Going to create another thread, as this one is dead soon.
