We need a bill to lower the amount of power large groups have.

I propose a bill that forces each party to have no more than 1/8th the maximum amount of seats in the parliament. After 1/8th or the closest number to it in the case of a decimal has been reached, they can recruit no more members. Parties already past the 1/8th limit must perform a mass exodus of members, either by inter-group voting, time of position, inactivity, or some other way. Those exiled must either join another party, form a new party, or leave if they so wish. You cannot form a party that is a blatant copy of another party.

Mr. Speaker, MPs, and lurkers of /tg/, I propose a bill.

As you know, the Imperium of Man is the subject of some deal of animosity from parties with less members, and we have many times been accused of 'power plays', and other dirty political gambits. I am here today, as Warmaster Vulkan, leader of the Imperium of Man, to set the score straight.

The bill I will be proposing will be named the Equal Representation act. Put simply, it would allow any non-active member (~2hours absense from a /tg/ parliament thread) to have their vote holistically examined, and then defaulted to their party leader. Obviously, this requires some degree of responsibility, but I believe in secure tripcodes, as should.

The passing of this bill would encourage coalition, take away the unfair advantage larger parties have in terms of "being online" (e.g - more = more time zone coverage and therefore more chance to vote on bills), and giving smaller parties the chance to express their views in a fair and equal way, perfectly representative of the actual number of seats that party holds.

I believe this bill will move this parliament forward, and cause real change to /tg/. Thank you for your consideration, ladies and gentlemen.

The Efficiency Bill
Under this bill, the Single File Act will be phased out. The Single File act has been rendered obsolete by the fact that the parliament now has an appointed speaker to put forth bills.
Instead, an infinite number of bills can be voted on at a time. However, bills must be presented at least 15 minutes apart, so as to allow time for the parliament to discuss each one before another is presented.'


I would like to make it clear that this bill is very open to editing, and I would appreciate input from all MPs, so that we can make this a bill that all the parliament would approve of.
I personally feel that as of right now, the parliament goes through bills very slowly. This coupled with the fact that the backlog of bills to present is growing larger and larger, I think it is necessary that we vote on multiple bills at a time.

Voting has a 25 or 30 minute limit, while also opening the floor to discuss the next bill. So on and so forth. That's how it was done on /pol/ parliament, except for 25 minutes instead of 30.
