Not dumb at all. That's cavalry armor. That specific design is based heavily on polish Hussar armor. It's medium/light armor for shock troops.

In addition the background of the setting actually plays an interesting role here. The lannisters, the faction pictured, are the only family that maintains a standing army.
Thus they have good, but not great armor, but it's all uniform.

The other factions have better armor because it's familial pieces passed down father to son, so they can commission one and have it last decades. However they aren't a standard army and their armor is mismatched compared to each other.

Sorry for the rant, but the GoT armor and props really nerd me out and I love listening to the explainations the armorers give for each piece.
