Am I the only one who thinks that setting for an RPG taking place in time past XCOM:EU is a good idea?
If you think about it the humanity has progressed with technology ,that would take a century to invent, in a year.
You have enemies and space to explore which give an awesome lot of space for the GM to variate

It seems like you could convert Dark Heresy with minimal effort. Maybe include a modified version of the Deathwatch renown feature as "research" to unlock increasing levels of tech as you finish mission?

I don't think it would be a good idea. Putting the players under the command of the referee tends to be horrible.
