Fixing Space Marines.

Now we all know how terrible the 40k fluff is, intentional or not. But how would you fix the Space Marines in fluff terms? Assume you can retcon anything else from the universe so this new fluff fits in.

How would you redo their organisation, arms and armour, fluff, etc.

Frankly, their pauldrons aren't big enough

I've tried to get into 40k, but I just look at the paudrons and say to myself "No, this is just ridiculous. Those aren't even HALF the size they need to be."

Additionally, ALL races should have pauldrons. It's just the realistic, immersion-building fluff deciision that needs to be made.

That is pretty easy.

Reduce their stupid levels of overpower in the fluff, have the empire they won during the great crusade bitterly fought with far greater losses, even several overt failures.

With the loss of the primarchs and half of the legions, their weaknesses show, and they only survive as they are due to tactical superiority, grit and frequently going against the orders of planetary governors and generals.

Focus on the point that you can't take a world with a single marine, or even a thousand of them. They are meant for quick, effective tactical interventions, and using them as foot soldiers tends to get them killed rapidly for being huge and obvious targets.

I don't really see what you're trying to do here - what's broken about the description of Space Marines? - but I guess I'd ask a hundred people to name the stupidest things about them, and remove those things.

I assume the answers would be things like "At the battle of Whogivesafuck VI, a marine kills a Terrorsaurus with a capture demon weapon despite the fact that Terrorsauri are specifically allergic to peanut butter."

Really the problem is that they're always winning, and even when they don't they're depicted as this somehow impossible thing -heavy infantry elites that specialize in shock attacks.
Like the universe, the Eldar, the Necrons, have never ever encountered anything like them before and that's how they win.
I'd splinter their loyalties more. Less Chaos/Imperium, more Black Templars ruthless and Silver Skulls enigmatic chapters.
Whole mercenary chapters who sell their guns to the highest bidder or who travel with a Rogue Trader as his personal army.
The Primarchs would have had a fundamental falling out about the nature of the Imperium to come and chapters like the Raven Guard and the Space Wolves would've branched out and gone rogue. Still loyal to Humanity, but far less interested in the Imperium.

The Dark Angels would be completely rogue to the point where one company is aligned totally differently from another as they fought a shadow war over their El'Johnson's legacy.

The Blood Angels would still staunchly loyalist, as would the Ultramarines and their successors -both would be far more integrated with the IG then they are. Ditto the Salamanders.
For those Chapters there'd be far less mystique. Every Guardsman would have read some primer on how to interact with the Emperor's Finest from a pragmatic standpoint as much as a propaganda one.

The Iron Hands would be an arm of the Mechanicus.

There'd be xenos-tolerating chapters and Inquisitorial Chapters (not as Speshul Snowflake as the GK, but eminently more disposable to the =][=) and the odd chapter dedicated to re-creating Mankind in it's own image through some backwater planetary system.

First thing off the top of my head... Personally annoyed at the asinine variances in technology levels with the new pre-Heresy stuff. I get that after 10k years it's supposed to be a weird mishmash, which I think is amusing and interesting, but there's a lack of coherency in the new fluff. For example, I always assumed that average folks in the more active Imperial worlds really DID understand how heir technology worked, and then some folks believed in the Omnissiah on top of that. Then due to post-Heresy paranoia and fanaticism, the scientific knowledge was guarded and then lost, so now we have "give it a holy smack and light some incense". But newer added bits seem to imply Unity era folks were always that ignorant....which implies to be that the "downfall" of the Imperium wasn't a long trip.

Also: fuck the Necrons.

What bothers me is that the description of what a space marine can do changes with every codex, book and novel. Either they're superhuman gods or they fall like flies to insectoids, either a squad saves a planet all on their own or they can't even hold a single city block against the same enemies. Their description is too loose, too unbalanced and too fluid.

Fair enough, thank you. I was treating it more like a chatroom, my bad.

In relation to the OP then, I would improve the SMs by creating a more varied statue of standards by which the SMs operate.

They keep stating how, for example, in the north eastern quadrant of the galaxy anything is possible, I would provide some examples.

I would show some of the desperation the galaxy is supposedly feeling, like including a chapter that is literally barely hanging on to it's very existence. Their codex would be about the chapter's end. They have no resources left, no non marine personnel left, their homeworld was destroyed by (insert badguy here), their faith is barely hanging on by a thread. All they have keeping them going is the desire to go out with such a bang that the galaxy will remember them. Of course rules would reflect that, shittier armor and weapons, boosted skills, whatever.

Post-HH Guilliman and Dorn come to an agreement about not dissolving the IF into Chapters, and instead the Fists take up the defense of the Terran Solar System by never taking more then 3 companies out of it at any one time.
