I've always thought the scout rifle was a neat concept. First thought up by Jeff cooper, the idea was to have a rifle under 1 meter in length, weighing less than 3 kilograms, possessing iron sights as well as the capability to mount an optical sight, a practical sling, and the ability to reliably kill an animal of up to 1000 lbs. To create a rifle effective for combat or survival, as necessary.

With this in mind, bolt action rifles chambered in .308 winchester are common choices. The idea behind mounting the scope so far forward is to make up for the drawbacks of the optics of the time. It's less necessary with today's optics, but often picked for authenticity.

Perceived recoil would be lowered by the added weight of the gun. Also, that would only lower the accuracy of follow up shots, depending on how quickly in succession they are fired. Actually, the "Machine Gun Ban of 1986" as it's called, banned production for the civilian market and importation. The National Firearms Act of 1934 is what controls ownership. What this means is that if you can find a pre-ban automatic weapon for sale, and IF you can pay a really expensive tax stamp AND pass an exhaustive approval process including a ridiculously in-depth background check by ATF, then you can own one. And you have to go through that same approval process for each one.
Hell you have to go through the same shit just to buy a fucking silencer. The reason THAT'S silly is this: silencers don't do what the name implies. They don't make a gun silent like in movies and games. They just bring the decibel level down to a range where you don't need hearing protection. While they DO reduce how far the sound carries, it's still quite easy to hear one, especially in urban areas where a silencer-as-portrayed-in-fiction would be useful to a criminal. The reason they were included in the NFA was because there had been some issues with people using them to poach on government land semi-discreetly (again, they do somewhat reduce the distance a sound carries, and the tracts of land involved were HUGE). They're essentially a user safety device, and are completely unrestricted in both Finland and Norway, neither of which has an issue with them being used in crimes. It's like banning mufflers on cars because you're afraid of criminals performing "stealth hit-and-runs".
