Druidic/divine magic will probably suit your needs best to start off with. Summon Monster or such effects with a spec into cats is a start, but you're also going to want to look into things that can give you feline traits (stances and abilities that grant you extra claws, maybe ears, eyes, and such) as well as extra senses (scent, low light vision) and perhaps grab Obtain Famillier in addition to an Animal Companion.

Or if you're playing D&D and can afford a 2-level LA, then just grab Dragon Magazine Compendium, play a Tibbit (Halfing Were-Cats) and play a Warlock while picking up the invocation to turn you into a Helcat (MM1, Devil section) which is invisible in the daylight and glows at night, but it's a damn infernal cat so you can be a cat while you're a cat.

Okay.. So..
I'm imagining a mage covered in cats as clothing, who can speak, move, attack, sneak, and leap like a cat. His bags and containers are all cats, so he has to reach inside his Cat of Holding to retrieve his catfood rations, which are also cat-shaped. His staff is a wooden carving of Longcat, all of his combat spells come out cat-shaped, especially the fireballs, magic-missiles, and so on. His boots are paw shaped and leave paw-prints where he walks.. When he walks, but he is usually riding a giant battle cat, who can also summon and command lesser cats. To better influence others when bartering, persuading, or lying, he places cats in the hands of, and on top of his opponents to aid in his influence. These cats are mind affecting spells in cat form, of course.

Mostly he saw everyone as giant cats. Sometimes he would see things as cats, usually if they were humanoid. He had no conception of people, just different kinds of cats. I looked up pictures of various breeds of cat and connected them with different races and species, so he knew what kind of person he was talking to by the description of the cat.

So.. I'm sort of imagining this like a half martial, half caster class.

Like, they get a few spells, like Bards do, with the exception that all of their spells are attuned to cats and only cats, but they also have a fair amount of combat ability that lets them run around, leap, and claw faces..

3.5 is hardly balanced, but do you think a sort of Monkish approach to unarmed combat mixed with a Bardic casting ability (some spells, but not a ton) and some natural spell-like abilities would work without being terribly broken or underpowered?

The major themes I'm seeing here are taking on the aspect of a cat, summoning a whole bunch of cats, and possibly turning our enemies (or their equipment) into cats.

What about the other aspects of cats? Stealth, movement, acrobatics, impedance (think of what cats do when you are at the top of a staircase). Then run with that. You entangle your enemies with a field of kitties, you can step through shadows or blend into them, you always land on your feet, etc.

You'd want to control cats in large numbers (cf. Animism). Possibly improve upon them, making them stronger, tougher, or just multiply the cats on hand.

What about inducing sleep? Let the enemy take a cat nap. Bringing forth wealth or detecting the spirits of the dead (and interacting with them) are traditional powers of cats.

For dnd 3.5, I'd say look into the spell thematics feat, with which one can turn magic missile into a swarm of flying energy kitties, and do many other weird and potent things (that don't really amount to much). It should be in the Player's Guide to Faerun.

Are we talking general housecats here, or are all cat species allowable? The possibilities dramatically open up if include big cats like tigers, panthers, and lions. Some ideas:

-Night vision or dark vision
-Turning hands into tiger paws, or gaining a big cat's bite
-Fearful roars
-camouflage/quiet steps
-graceful falls
-enhanced balance (walking a tightrope capability or similar)
-polymorph into cat (self or other)
-enhanced smell
-enhanced hearing

Tiddle's Guaranteed Wake-Up Call: Allows the subject to wake up at a predetermined time. They arise to the painful sensation of a cat biting their scalp and clawing their face because it's 5am and the little fucker wants feeding.

Fluffykin's Mad Cat Lady Curse: Makes the subject turn into a weird spinster who smells of cats' piss.

Pugwash's Perpetual Hairball Vomiting: Makes subject cough up large clumps of hair. I have no idea what this actually does, but it's more of a 3.5 thing.

Archibald's 'My Cat Is A Total Bastard' Rubric: Summons an utter twat of a cat who shits, vomits, pisses and claws the furniture none-fucking-stop. Why? Because he's a bloody cat, that's why - BITCH. Now feed me fucking pilchards, you SLAAAAAAAG.
