By no means is the tactic derided as much as you perceive it to be. The lampooning of the phrase 'Steel Rain' is a jab at just how... special Captain Boreale of the Blood Ravens was in Dawn of War: Soulstorm.

It was the whole 'let's have the orbital assets needed to defend our base receive navigation and targeting data from an unfortified outpost right next to the besieged base' plan that is so often called attention to.

You're the same type of idiot that see's no advantage in holding your forces in reserve.

Say your enemy scouts your position a few days before, He has complete knowledge of all your defences and all your units. He knows where the weak points are, and where to strike.

If your forces are able to instantly deploy a counter attack this destroys his advantage. Suddenly you have more forces at the point of his attack, and haven't had to withdraw forces from any where else, leaving that point weakened.

Additionally, these forces are probably not gameplanned for. No one knows how much you have in reserve. In some games of 40k, we play it as you can keep what you have in reserve or ready to deep strike as unknown.

Its a perfectly legitimate tactic

Space Marines have vietnam level intelligent commanders behind them. Seeing as you have to take a country/planet there is no point garrisoning or holding positions. Instead capture points for a while, then withdraw, slowly weakening the enemy. Victory is assured as long as you have enough bodies.

The codex is soo huge that it is intended as a "end station".
The problem is that it will never get a second revision.
However: It is written in such a way that it will attempt to get the reader to think twice about all tactics, and allmost all downsides must be listed.

Think of it like Tsun Su, except that the focus is combat and only combat, and not logistics.
