The whole "there are no wolves on Fenris" line is mentioned several times in a couple of Horus Heresy novels. There are wolf-like creatures, but the line seems to suggest there's more to them than that. I've heard speculation that they may be mutated, inbred, and devolved humans who have regressed physically and mentally, though that seems a bit of a push to me.

If the wolves are mutated Fenrisians, and the wolf-traits come with age (Which is how the Long Fangs got their name), that means that each and every fenrisian wolf is a regular fenrisian person who would have to be well over 600 (Ulrik's age) to have turned full wolf.

I'd presume that once a person becomes a wolf, they "breed" true. IE: Any babies they have are wolves instead of humans. You'd only need a fairly small percent of a planet wide population to have turned to get a stable breeding population.

But how does one live long enough to become a wolf? There are old Fenrisians with absolutely no resemblance to wolves, and many Fenrisians don't actually live long enough to get old with the whole "death world" and "fighting other clans" thing.

And the Geneseed can't slow down the mutation because there are Wolfen marines (and even a great company) that are wolf-like.

In short, the whole mutation is a Fenrisian thing, not a Space Wolf thing, doesn't make one bit of sense.

If the Horus Heresy novels mention there not being Wolves on Fenris, they may simply mean that the current Wolves are not like normal wolves. Fenrisian Wolves have been described as extremely intelligent beasts.

Think about it: Fenrisian Wolves go into battle along with the Astartes. They do it willingly and, at least in the fluff, they do not get scared by war. Most wild beasts learn to fear guns, Fenrisian Wolves don´t. This would imply that Fenrisian Wolves are far more intelligent than normal wolves, and given how they can form bonds of comradery with the Astartes, yeah, that´s pretty fucking obvious that they are not like regular wolves.

Also, there is the possibility of Fenrisian Wolves being descendants of the original wolves brought with the colonists to the planet, and evolving to be something far, far more intelligent and strong than normal wolves. Given the actual knowledge of biology exhibited by GW-brand science fiction, I wouldn´t be surprised if that is exactly what the super-intelligent super-soldier means. That Wolves are something above the normal species (when they should probably be classified as just a subspecies, but again, "Did not do the research" trope).


But of course, this is Games Workshop. It IS possible that they went full retard, I guess, and decided to turn humans into super-wolves.

Actually for some reason either the geneseed of Russ, or perhaps the geneseed interacting with something in the populace of fenris has a fairly high chance(about 3~6 outta 10) of turning potential space marines into wolf mutants that eventually turn into something else. So it is possible that the wolves on fenris are actually failed space marines that fully mutated.

Also in the official art, the wolves that follow russ do NOT look like wolves at all, they look kinda like wolves fused with cats that have really LONG whiskers one the level of small tentacles.

OR it could be that Primarchs adapt to their environment (which is canon, by the way), and this adaptation modifies their geneseed, thus affecting the rest of the chapter (again, canon, remember the Black Rage of the Blood Angels). Since Leman Russ was raised by Fenrisian Wolves and actually lived pretty much exactly like one of them for most of his childhood... well... I think it doesn´t take a genius to realize the implications.
