For ze context, the Republican machine from the end of Reconstruction to the Great Depression both controlled the industrial North, was hilariously corrupt, in bed with big business, and - this is to note on why Lovecraft wouldn't like them - had the "Negro" vote as an essential part of their strategy. Essentially, they loved having blacks up north because they could always hire African-Americans to work for pennies when the Irish, Italians, and Germans tried to unionize or strike; and the main unions wouldn't let African-Americans in so they were the kinds of workers the GOP dreamed of.

The Democrats of this time hated the same immigrants the GOP and big business were always shooting and spying on with Pinkertons, seeing them as what kept the industrial GOP machine afloat and as bunch of wine drinking Catholic untermenschen defiling small town rural white Protestant temperance America.

Even William Jennings Bryan, the most Lefty of the Democrats before the liberal types showed up around Lovecraft's time, was from the "cities are cesspools, immigrants are scary" Populist brand. And the conservative Bourbons were of course even worst in that regard, being basically Confederate Dems 2.0

So, a WASP anglophile without his own merchant establishment, living in New England, would probably see either type of Democrat as more likely to preserve New England ways of life than the profit concerned GOP who were, despite being the hardest against unions, seen by Dems and such as being the party of the immigrant hordes.

Of course, in Lovecraft's time the GOP had bred the Progressives who were into the kind of APPLY SCIENCE TO SOCIAL MANAGEMENT stuff Lovecraft liked, with Progressive Republicans being at the forefront of eugenics which was something he was fond of.

But with the Progressive split from the party by the 1920's, the Progressive-Bourbon Democrat hybrid Wilson might be more Lovecraft's speed; coming from an impeccable non-Republican-so-not-touched-with-dirty-immigrant-and-black-people-taint background.
