They are half of the Space Marine legions, turned to chaos because they disagreed with the Emperor and Chaos offered to protect them after their rebellion. Their armour is not so much custom as it is slightly modified versions of their original armour.

-Newly created Chaos SM inside the Eye of Terror or wherever they hang out.

Additionally, time passes strangely in the Warp. Some of the original renegades only feel like the Siege of Terra was a few centuries ago, even though they are still alive in the 41 Millenium.

as i remember it, when chaos warriors die they can be reborn by the chaos gods or something like that, which is why their numbers don't deplete over time. Could be wrong tho.

As for armour, probably a combination of the fact that they have old armour, chaos marines customising their own/each others armour, forcing slaves or cultists to work on it for them, and a few mutations here and there

Emperors Children used to be all about being the best at what they do before the Heresy. Maybe a warband that has taken that to the extremes instead of falling to depravity. Use Movie Marines rules.
They also had a heavy use of combat drugs and other perfomance enhancing contraptions. Maybe some marine version of arco flagellants.
And you can ofc do noise marines using the normal rules for shooty marines.

Actually, if I remember my books correctly, there are entire cities of chaos, so presumably not everyone who serves Chaos does so in a combat role. There are slaves, concubines, and even chaos artisans.

As for where new CSMs come from, they just bash some normal guy over the head, stick him in some armor, and let the mutative powers of chaos do the rest.

Kind of like how any man can take a geneseed and have a small chance of surviving. Like, one in a billion. The training and selection process just make the odds much better

My Chapter of traitor Marines (Iron Hands descendants) just takes an enemy's brain and sticks it in armour. The odd part is that they don't seem to be mutated, and the god they worship, if any, is ill defined at best. They host enough Heriteks to build new armour occasionally.
