Why does the river just... stop when it gets into the town?

When rivers do this in real life, they create a lake, with more rivers flowing out of the lake towards the ocean, unless they are fairly big lakes.

Those are springs; it's where the river starts, not ends (and there are many cases of cities having springs in them; Bad Lippspringe, for example. Although that's town.

Anyway, it makes sense that a frontier town would develop around springs; cleanest water for miles, probably.

Surrounding the spaceport is a slum area where stevedores and spaceship cargo-cultists live. Also, close to the 'port is a bigass cathedral of the Emperor and a large square where the planetary tithes are talleyed and paraded before being launched into space.

Governor's palace is in the center of town, on a hill overlooking the area. The governor's tower is the planet's tallest building and has a Valkyrie landing pad on the summit. Surrounding the palace are villas belonging to the wealthiest noble families, supposedly "summer residences" but acually serving as hostage housing since the Governor relies on the threat of executing nobles' wives or children to maintain his tenuous grip on the planet.

The place got its name because legend says that when the planet was being settled, the local Xenos were purged by an exploratory force, and this is where the first bolter shell hit the ground. The Governors mansion is built on that very place where the boltershell fell, and it is housed as a relic inside the building..

Planetary PDF HQ is located in a large barracks close to the city walls. Most troopers are teenagers, journeymen trackers and hunters tithed from smaller frontier settlements, and are far more comfortable in the wild than in a city, even a small one like Boltershell. Servicing the military is a small pleasure quarter known as Casing Hill. The most famous establishments is Two Thrones Comforts, a casino and brothel, and the Imperial Creed Saloon, a bar owned and operated by a former Cleric. Close to Casing Hill is the Stacks, a market area where trading caravans unload their goods and mercenaries come to pick up contracts.

I'm picturing huge walls surrounding the town, they appear far to big for such a small settlement. The high wall casts a large shadow across most of the settlement at sunset. The walls are also festooned with laser weapons batteries.

Named Lorenzo's Tower after the Rogue Trader that led the first expeditionary campaign that purged the xenos off Boltershell, this tower is the primary defense hub of the city.
