Vampire Counts were stupidly strong last edition, this edition they're still decent, but not the powerhouse they used to be, their miniature line is up to date, but the vampire sculpts are pretty shit.

Tomb Kings are probably the weakest army this edition and awaiting an update to bring them back in line, their miniature line is also pretty dated (skeletons are much larger proportions than the VC ones so it shows), they'll be getting an update some time 2011.

I'd advise either going with VC if you want the army now, or waiting for TK to get a nice update - it sounds like they're getting some nice stuff.
