So then they should strip down the free codex even more. Include only HQ, Troops, and Fast Attack.

No Heavy Support, no Elites, no wargear.
No strategic suggestions, paint schemes or fluff.

Just the most basic requirements for a game. Stores should give out pamphlets that kids can take home and drool over after they get that instore demonstration, with colour pictures of the models along with bare-bones game rules. You want more, then you gotta pay.

In fairness, 2e has some rules flaws, mostly in the early material that was converted directly from RT. Like the knife rule. Every figure is assumed to have a knife or a sword. Well, that's cool. We know it's intentional because the same rule (minus swords) is in Necromunda and Gorkamorka. It gives Space Marines two attacks. But knives and swords are mechanically different in 2e, with swords being vastly more powerful.
So generally we house rule that it's a knife for all troopers but for leaders and assault units you can get a free sword if you model it.

It's not a serious game and it's not a slapstick parody either. It's a setting about as consistent as someone's basement campaign. It can be serious when it's handy and it can be humorous when it's handy. It isn't fundamentally either.

One thing about second edition is it doesn't dictate everything about your scenario. The standard game is 4 turns. The standard setup has a 24" no-mans-land.

That's about it. It's left up to the players if they want to score using just mission cards or also nonmission VP tables (of which there are two, the simple rulebook system and the complex Dark Millennium system), how many mission cards they want to use, whether they want them to be public or secret, picked or dealt randomly, whether they want to use the minimal rulebook psyker system or the Dark Millennium card game, and if the latter, whether warp flux is the recommended 2d6 or higher or lower.

This lets you adjust a lot of things. If psykers are too powerful, drop warp flux to 1d6. On the other hand, I played a 3d6 warp flux game once and it was balls fun.

Usually I play with 2d6 warp flux and two mission cards, one secret and one public plus the simple VP table. More strategy cards are usually more fun, so we add one to the recommended number most of the time. Right now I'm working on a campaign system where strategy cards and warp flux in major battles can be adjusted by the outcomes of skirmish games (necromunda rules with tiny 2e armies) earlier in the campaign phase.

It will always require negotiation. Don't play with assholes.

Okay, let's get this one. Second edition was not herohammer. Heroes in second edition had a huge points allocation because, in order to be useful, they would need that much- because the core system punished them harshly. There are innumerable counters built into the system that prevent the bullshit "one guy wiping out half your army" thing you may hear about. Heavy bolters do D4 wounds each time they damage a guy. In close combat, a squad has the choice of drowning a hero in outnumbering modifiers, which can backfire, or leaving one guy to fight him, moving the rest back, and gunning him down as soon as he kills the sacrificial trooper. Sink half your points into heroes, waste half your points being outnumbered and outmaneuvered. And it's tempting, it's very tempting, thanks to that big chunk of available points and all the shiny wargear cards. Stylistically, huge heroes are encouraged, but mechanically, they're punished.

Is entirely consistent with everything you just said. Points values for non-character units were halved after 2e. Most characters points stayed almost the same, because characters with the same equipment, in spite of their stat penalties, went up in effectiveness.

A second edition character was up against outnumbering modifiers and multi-damage weapons, could only attack enemies in base-to-base (and close combats cancelled the coherency rules, so the rest of the unit was free to just walk away and fire at the character again, or step back and throw dozens of grenades on him), moved 4" a turn, etc.
People who aren't familiar with the 2e system see "up to 50% of your points on characters" and "WS7" and think "jesus that's ridiculous", when in fact a character needed that much wargear and stats that high to be effective, because the rules were weighted against them but the style of the game encouraged them.
