Moar potential quest ideas to build upon:

A quest using the Fallout setting. You're a Brotherhood of Steel member on an expedition to post-apocalyptic Hawai'i (pearl harbor base, eh?) or possibly China, Japan, Alaska, or the Kamchatka peninsula on the Pacific side of Russia.

Preludes would include some robodog story and some mention of tribal activity in Colorado.
Features would include dealing with vehicles ala Fallout: Tactics and a crafting/item modification system at least as expansive as that of New Vegas, possibly taking some pointers from Arcanum's schematics, screwing around with implants, supercomputers and virtual reality inspired by the technology demonstrated in Tranquility Lane and the Big MT, perks (especially the silly/special ones) from more or less every single game in the franchise, and all kinds of stuff from Van Buren.
