Yes, because it's hard to confirm if a single infantryman is just a single infantryman, and said infantryman might be pointing an anti-tank weapon at it or manning an HMG and shitting up the tank's own infantry and many other reasons why they need making dead, right at that moment via high explosive shell to the general vicinity.

And yes, Titans do because it's 40k and sometimes those infantry really need to eat some turbolasers because they're terminators or necron lords or whatever else is really fucking hard to kill and able to fuck up everything around it.
There's no winning the armour war first because combined arms is a thing.

- PCs have to deal with some exodites. A portion of it may include a ‘cattle drive’ involving driving dinosaurs across the plains of a major continent to the slaughterfields where they shall be butchered, prepared, and shipped to other exodite settlements, as well as to several craftworlds. The PCs have to help the Exodites because many of their knights have been called to service to assist a nearby craftworld with a situation (The Exodites will not elaborate, but it is to fend off an incursion of dark Eldar). At the climax of the dino drive, the Dark elder attack the exodite world, and the PCs are going to be caught up in the whole thing.the Pcs ship won’t be around, as it is seeing to other business and will be returning a couple of weeks after the PCs are expected to be done doing the drive.
