What's the most cost-effective Space Marine army I can build?
I'm not asking for crazy min/max, but how can I get good bang-for-my-buck at around 1500pts? The max I can spend in the short run is $200, and that'll require a break or two in the middle. The less the better.

I prefer infantry & tactics, over hero-hammer & tons-o-tanks. But cost-effective is the biggest priority right now.

I tried google, but the ones I saw were very off on their money calculations (one had Battle-Box at $80).

Tactical Squads of centuries old super soldiers who have the best gear available only are allowed ONE special weapon per squad. Guard Vets can get four, and I heard a rumor that's bullshit. My best bet is to punch tanks to death, which granted my boys are pretty good at.
