At-Will Powers (normally, I would say Commander's Strike and never look back, but your friend wants to attack with the whip...):
1: Either Intuitive Strike or Viper's Strike. If your party can flank often (melee character abundance) or can otherwise generate combat advantage often, take Intuitive Strike. If you have just one melee ally with you though, take Viper's Strike to keep your target locked down.
1: Direct the Strike. This is a decent "ranged" attack for a warlord, and helps when a warlord is in a bad position/condition to attack when someone else is in better position/condition.

Encounter Powers:
1: Vengeance is Mine. Outside of your turn, you get to make a basic attack, and an ally of yours gets to move and make a melee basic attack too. Great.
3: Devastating Offensive. With Flail Expertise, either slide 1 or knock prone, slide an ally around a little, and grant the ally a melee basic attack with a damage bonus.
7: Either Join the Crowd or On My Mark. If your party has a number of area/close attacks, Join the Crowd for a powerful out-of-turn attack. If not, On My Mark for an attack for you, and a basic attack for an ally.
13: Death from Two Sides (drop Devastating Offensive). An attack for you and a melee basic attack for an ally, and if both hit, the latter is an automatic critical hit. Very nice.

In all fairness, the members of the Order of Lorelei do not dress in faux-futuristic clothing. Its clergy dress like Catholic priests (Ion, the boy to the left, included). The soldiers and agents of its military wing, the Oracle Knights, are garbed in your standard fantasy JRPG wear.

There should be exactly one exception to the "an oracle does not deal damage" rule, and that should be its melee basic attack. Otherwise, even if you give it a nondamaging melee basic attack and it is not worthy enough, players will just choose Melee Training anyway.

D&D 3.5 never had any rules for playing child characters. It had rules for ability score adjustments for middle-aged, old, and "venerable" characters, but none for child characters.

At least one 4e race (kalashtar) is fully approved for child PC usage in an official source (Dragon #385) with no stat adjustments but Small size.
