Skills are the easy part here.

For a background benefit, take Apprentice of a Sinister Cabal from Dragon #366. *Rename it*, because all you want for it are the skills that it adds to your class skill list, which fit thematically: Arcana and Dungeoneering.

Train yourself in those two, then take Athletics and History from the warlord class skill list. Finally, using your eladrin free skill training, pick up Perception. This gives you five trained skills:

Arcana (high Intelligence, +2 racial bonus, +1 background bonus): Your best skill by far. Arcana covers many topics, from magic in general to knowledge of elemental, fey, and shadow creatures. It is also quite useful for detecting magic and identifying magical effects (considering that the default world is *filled* with magical effects...), so read up on how that works in the Rules Compendium.

Athletics (high Strength): Climbing, jumping, swimming. You will need this to circumvent terrain in combat sometimes, and outside of battle, a useful, all-purpose skill for negotiating cliffs and jumping over things.

Dungeoneering (mediocre Wisdom, +1 background bonus): Let me put it this way. Dungeoneering is a bad skill most of the time. It is limited to spelunking, knowledge of dungeons, and aberrant creatures. Those will come up only at your DM's leisure, in which case, feel free to use it to your heart's content when they do. Try to use this all the time as a general purpose "architecture and engineering" skill, so that you can make the most of it when studying a structure and figuring out its layout.

Optimizing in D&D 4e does not cause any major problems.

Well, unless you take the Pack Outcast theme, or unless you start delving into vile things at the paragon tier like basic attack abuse and Kulkor Arms Master.

Really though, in nearly all heroic-tier cases and most paragon-tier cases, optimized 4th Edition PCs are not problematic.

I have compiled all of my suggestions for my own take on the oracle, and have rebalanced a few parts of it, such as the initiative benefits. I decided on a dual power source class, divine and psionic, because the flavor text I had been writing had not been coming off as more psionic than divine, but I wanted to respect the OP's wish for a divine class.

The Oracle

Class Traits
Role: Defender. [Flavor text.]
Power Source: Divine and psionic. [Flavor text.]
Key Abilities: Wisdom, Intelligence, Charisma

Armor Proficiencies: Cloth, leather
Weapon Proficiencies: Simple melee, simple ranged
Implements: Orbs, rods, tomes, wands

Hit Points at 1st Level: 15 + Constitution score
Hit Points per Level Gained: 6
Healing Surges per Day: 9 + Constitution modifier

Trained Skills: Perception. From the class skills list below, choose three more trained skills at 1st level.
Class Skills: Arcana (Int), Bluff (Cha), Diplomacy (Cha), Dungeoneering (Wis), Heal (Wis), History (Int), Insight (Wis), Nature (Wis), Perception (Wis), Religion (Int).

Class Features: Influence the Score, Oracle's Choice, Oracle's Defense, Ritual Casting
