d20 and the Mythos do not and never have worked well together. Much like how d20 and Modern/Future settings have never worked.
I don't mean that because I dislike d20 - I'm still a huge DnD fan. I mean it because level-based systems have never worked well for those kinds of stories.

Seriously. Delta Green.
Read it. It has some of the finest writing that has ever graced an RPG. It has published fiction that is better than most of Lovecraft's imitators.

Hell. Use GURPS or Twilight: 2013 if you want better combat. But don't use d20 and do read the Delta Green and Call of Cthulhu material.

secondly cthulhu rules are pretty much straigthforward, there is even a few pages long quickstart that summarize everything you need.
thirdly: Delta Green. It's Cthulhu in modern setting

So in essence, a moving human encampment/enclave, might render an area into what one might describe as a strategic nightmare for any for trying to project force over it. This mostly due to the lingering "WTF" but one might suspect, the remnants and the like such an enclave would leave behind.

The PC`s would be a Delta-Green esqe team, sent in to take care of things that go bump in the night.
