The thing is. The Imperium couldn't hold them but Orks can. Because fucking Orks are the shit and no one can step to the Boyz.

Also a major part of that story was that no one wanted to take the Tyranid threat seriously and therfore didn't bother trying to even stop the fleet. The Imperium was too trapped in Bureaucracy and bullshit to be bothered so an inquisitor had to step up and deflect the fleet into an Ork system by throwing Geanstealers onto their world.

The Hive Fleet was mostly just blowing over backwater worlds and no one was paying attention.
