Just mentioning, the mutation responsible for the loss of eye pigment is within the promoter region for the pigment gene ... which funnily overlaps with some intron of another gene with so far unknown function, except that knockout of that second gene has highly negative effects on brain development, so one can assume it has something to do with brain development. Now that might just be coincidence since only an intron is affected ... but then again, introns can influence mRNA processing etc.

The extraction procedure by ion exchange resins works. Viable? Yes. Feasible? Gotta calculate concentration of uranium and thus required sea water throughput against the energy costs for the pumps running the seawater through the resin beds. If this requires more energy than the uranium is worth then it is non-feasible. However, we also gotta appreciate "headaches" here and these will be primarily corrosion of the equipment (can be dealt with by using the right materials, could be expensive however) and marine biolfouling (very hard to control, could ruin and clog your resin beds, piping, etc.).

The really funny shit happens at the fluid intersection of these. Current approaches in the field are completely impotent in trying to achieve this. Only thing I could see wörking would be to have the machine getting "imprinted" through prolonged exposure to an actual wetware netwörk by a lernfähiges man-machine-interface. With the crucial part here being the "translator" function between the two systems. Current algos might be capable of covering this, not in general but on a very distinct individual level.

This. And the "machine" is constantly self adapting, or rather moving within a very complex range of its own intercoiled equilibria. A mechanical replicator as envisioned today would simply be much too "rigid", too constrained to mimic this functionality. The same does in part apply to the "AI" research currently done.
