The passage of time in this context is no different to a separate dimension in respect to the consciousness.

Technically, no. But for all intents and purpose, yes. This has to do with rather complex physics pertaining to electromagnetism. Consider that in this alternate dimension the only difference is that an atom inside a star ten million light years away doesn't exist or hasn't behaved int he way it did in your universe. That difference is still a difference.
