You coud say, the moon has a few major forces acting on it, earth's gravity, it's own mass and it's speed. Mass works towards the outside of it's orbit, earth's gravity towards the inside and it's speed always perpendicular to where it is.

In this object there are forces that counter arrest, the force that goes left-to-right has a counter that goes right-to-left, and so forth.
Where there is only one force disappeared, the movement changes it's course, but not in a full circle because there are still forces that act against the circle movement.

Time is relative, so is movement.
Time is bounded to movement.
Time never stops, it always goes forward. (Here can be argued that it goes in circles, but this doesn't involve stoppage or reversing).
If movement ceases everywhere, then time ceases everywhere.
If everywhere is OUR universe, then time would stop.
If there are other universes, and they are not tied to ours, or are not doppelngangers which work as our universe do (mirror universes). And our universe ceases motion (but not motion in other universes) then time wouldn't stop.

If everything stops, then time stops, because time is what we call to the continuation of moments in the universe, therefore if the unvierse stops, so does time.
