it is not possible, you would have to harvest the required ions needed to activate the neuron you would also have to cause the activation potential to rise so that you could have meaningful changes. The change of synaptic strength is a very complicated process beyond simple addition and subtraction as a large number of variables are changing rapidly. Also your brain cells have a habit of dieing and rearranging. There are specific star neruons that have the ability to kill and res neurons as required to maintain the integrity of the data.
