2.Speaking about the Hubble,more than one was built.

3.Technology advances quickly.

Once the technology is there and proven,there will be a race to build improved versions.
Companies would also line up to buy up the old ones as well.

6.Access to rare earth minerals is a national security and economical issue.
Nationals will want their own secure access to the minerals that make their smart weapons work.

Environmentalist and the general population would flip out.

What's wrong with getting rid of the industrial waste in space?
In space you could get rid of or store atomic waste.

I bet alot of governments would pay billions/trillions to get rid of ALL of their garbage that's stored.
