I think you misunderstand what the term 'cyclic' means for inequalities. Cyclic means that in it's original algebraic form it consist of a sum of polynomials or a ratio of polynomials, where the variables 'change places' in each term. For polynomials P(a,b,c)/R(a,b,c) the cyclic inequality would be P(a,b,c)/R(a,b,c)+P(b,c,a)/R(b,c,a)+P(c,a,b)/R(c,a,b). So if not all terms are equal at its min/max, permutating would change nothing.
