modern terrorists dont seem to understand that if they die in the attack they eliminate themselves as a threat and arent scary. Small scale attacks that you can get away with (for example little booms on highways) would be effective at creating panic and shutting down local economies. (ssshhh dont tell the bad the guys).

Imagine yourself as a US Marine in Afghanistan or Iraq. Now think of how you'd feel knowing that you're completely outnumbered by local civilians and all of them hate you and see you as an invader. Now take into account that any one of them could be plotting your death. This may seem scary to the regular person. Now think of how those "insurgents" are willing to take their lives and drag you to hell* with them with a bomb at any time.

*please note that "hell" in this context is a metaphor for death and in no way implies a religious concept.
