The scam is that plastics lobby lost their shit in the 1970's when they realized they couldn't do it, and drafted a symbol to identify the plastics which >just so happens to look like a recycling logo, but has officially stated by the plastics lobby has nothing to do with it
The number on the logo just ID's the type of plastic, and the oil/plastics lobby made sure to confuse the public for decades with disinformation campaigns like this threads title.

By eliminating all but essential plastics from the consumer economy, but allow it's industrial and commercial use with a tax penalty.... stop the waste at the source by limiting its reach and require those who use it to offset the damage they cause the rest of us have to clean up.

As for the waste already accumulated, it needs to be regionally localized and repurposed into raw materials for other industrial applications.

Only if you improperly burn it. Landfill, recycling and waste making it to the ocean are the biggest contributors of unintentional microplastics.
A proper incinerator with complete combustion won't leave any microplastics and also produces energy.
