Incorrect. In general, 50% of the population does not lie below the mean. That's only assuming that the real distribution is equivalent to the theoretical limit of a Gaussian distribution...which many people assume IQ takes. Still don't think this is correct, here's an example: The there are three people in a population. Their I.Qs are: {60, 100, 102, 105}. The mean of I.Q. is 0.25(60+100+102+105) = 91.75. But there's only one person in the population that has I.Q. lower than 91.75...not half of the population. You might make the argument that for large numbers of the population the distribution approach the Gaussian normal distribution. But that's not the case, sometimes socio-political reason change the shape of the curve (e.g. brain drain, immigration, ect.).
