The statistic is derived from the Drake Equation and is based on a bastardized understanding of evolution, thinking organisms just "evolve to" be intelligence, which is fantastical and sounds more like The Force, rather than it being survival of the fittest and the fluke of hundreds of trillions of mutations, arriving totally at random Sentience itself isn't favorable for survival of a species given that it introduces the assessment of futility.
All it would have taken is a single ancestor with a single gene related to intelligence not to procreate and we would be apes still.
If you were to calculate the billions of genetic mutations that led up to this point, the survival of them, the ability for it to procreate, to arrive at the human condition, it would be beyond the number of stars in the sky, beyond estimable planets in the universe. There is a reason why we do not hear Alien chatter, and it's not because they are "too smart so they hide it", but rather because the simplest explanation is that we are the only life that exists.
