People love to call everyone else NPCs to feel superior (particularly the "red pilled"), but I reckon that a small number of people genuinely have the traits associated with NPCs.

They're equal-but-opposite to people with aspergers, both do not have an intellectual disability despite their mental disorder.
Aspies struggle to fit into society, are a font of ideas even for things they aren't passionate for, and frequently acquire new skills and knowledge just by thinking. Since a huge amount of what influences their behaviour isn't observable input, they are unpredictable.
NPCs easily fit in society, have an absence of ideas even for things they are passionate about, and only know what they are taught. This makes them predictable since there isn't much unobservable (i.e. in the brain) input that influences behaviour, and also able to be programmed by authority figures, both leading to the "NPC" description.

Knowing nothing but what you're taught is a fairly common trait, but less common is passion without inspiration.
The way the two relate is this:

Normal people: Inspiration tied to passion
Aspies: Inspiration regardless of passion
NPCs: No inspiration regardless of passion

I can only think of one person I've gotten to know properly who matches my description of an NPC, since in the years I've known them I've twice seen them develop an interest in a creative field without showing a shred of inspiration.

There are a lot that you aren't seeing. If you walk by a Starbucks and look through the window, about half of the people inside are most likely NPC's, especially those who spend go to Starbucks multiple times per day. My uni is full of them. There's a reason people are referred to as "basic". The assumption that the people you see around you doing normal, day-to-day things are sheeple for doing those things is surprisingly common.
If they can't go to Starbucks, then what should they be doing? Are they supposed to be hovering in the air, rapidly rotating as they consume Earth's angular momentum for fuel?
Doing something perfectly normal is a regular occurrence in the lives of both the insightful and the dullards. To tell which is which, you'd have to know what they're thinking as they do those things, and you can't do that.

I can't find it but some woman talked about her experience as basicly a former NPC(obviously she didn't use that term as it wasn't a meme yet), she had no internal monologue for most of her life and intentionally taught herself to do it over a year and now she cannot imagine how she could ever not have had that. The NPC meme is correct in the sense that the people who fall into the NPC category are ignoring pattern recognition and part of group think.
It seems similar to that chestnut about the crazy person never realizing they're crazy even as they fling their own feces at the wall.

A for group think it is as follows,

Philosophically speaking everyone is technically an NPC. It has less to do with certain intellectual or emotional behavior traits and more to do with associated distance outside one's self.

You yourself are not an NPC because you consciously are aware of your existence. Everyone else however falls into a gradient of participation within your active consciousness. With the people who you don't and will never see in other countries being complete non-participants in your consciousness and thus NPCs if not worse non-existent.
