Why do some people say that psychology is not a science? It follows the scientific method like any other field of science.

Well if it follows the scientific method it is a science, however there's a big difference in accuracy of results when comparing say, neurological firing measurements experiments to social psychological population screening using
a large number of questionairres. There is a sliding scale of definitive results,i guessthat can make some scientist i other areas uncomfortable.

Can you give an example? How do I use the scientific method to come up with the "theory" of Maslow's hierarchy of needs?

Feel free to use an unquestionable dogma of your own choosing then.

Well pieces of the theory/hypothesis could be tested at different levels. Biological health marker measures such as cortisol levels in subjects that are clearly identified as having strong foundations of the first three levels of the pyramid compared to another group that confidently demonstrated large amounts of all five levels of the pyramid. could be

let me tell you how psychology might follow the method

hypothesis: if someone has a sign on their lawn for a certain candidate, they will vote for that candidate in the election
test: you observe this occurring many times
conclusion: it's quite a solid conclusion that if someone has a sign on their lawn for a political candidate, they will vote for that candidate

So, in this question of psychology, you have established a sound scientific theory, that a sign on a lawn is an incredibly strong indicator of who they will vote for
