Don't know if this is more science or humanities, but can someone explain why Foucault is one of the most cited people of all time? Like Freud makes some sense since he was one of the fathers of psych despite being wrong; what makes Foucault stand out compared to his contemporaries or even modern thinkers?

Foucault is reasonably entertaining, has a decent sized body of work, covers a range of relevant phenomena, and was embraced by the current intellectual establishment as correct. Whatever you're writing, there's probably a Foucault quote that would help, or he lays out something you want to believe.
You point up an interesting difference between hum and sci. A scientist would not reach this level of influence this quickly and easily.

Easy to explain, everyone thinks about society, everyone can relate to philosophy, but few can understand an obscure field of "hard" science.

When you talk about fame rather than influence, then it's easy to mention a few scientists whom notoriety obviously exceeds their achievements, like Stephen Hawkins or even Neil deGrasse Tyson.
