because when in the fetus, the embryo starts out without a gender. Because of this, the scrotum skin is made up of the same skin as is the labia. We all have more or less the same parts arranged in different ways. (scrotum-> labia, glands-> clitoris)

Also, glans penis and clitoral glans are made form the same tissue. Hence female clitoral sensitivity is way up compared to the male glans (roughly same number of nerve endings on a much smaller area)
