I don't know what your numbers are supposed to represent. Assuming Koko's IQ was 95--the upper end of Langan's estimate--the "30 point" cutoff is just three points below Somalia's average of 68. That means almost half of Somalians are at least 30 points below Koko. Reduce Koko's IQ to 85 and this number drops to about a quarter (assuming std dev of Somaliab IQs is still 15 or 16). Drop to 75 and it's more like a tenth.
