Can we communicate with astronauts?
I know it would be so expensive to manage building something to communicate with them, but can we in the first place? And would they answer?

Yes, yes and maybe.
When the french astronaut Thomas Pesquet was on the ISS, he would sometimes communicate with ham radios operators. look it up. also setting up a radio and antenna is not that difficult if you have some electrical knowledge.

Yes, it wouldnt, yes, yes. Setting up a radio is not difficult. How else did you think rovers and probes were controlled manually?
