1) quick-and-dirty
reduce sunshine reaching the surface, either by putting SO2 into the stratosphere or by thickening Marine Stratocumulus Clouds

Not a permanent solution, like fixing an overrunning bath tub by building higher walls

2) removing CO2 from the atmosphere
Reforestation + some yet-to-be-developed artificial means.

Both of there aided by doing a million different things to reduce adding CO2 to the atmosphere in the first place.

You're ignoring the fact that Africa overpopulating means more rain forest being destroyed and therefore less CO2 being converted to oxygen, even if they aren't emitting the CO2 directly.
