I want a mathematically strict, yet introductory book on QM. What would you recommend?

"Quantum Theory for Mathematicians" by B.C. Hall, which is great even for undergrads.

"Quantum Mechanics for Mathematicians" by L.A. Takhtajan, if you already know functional analysis and have a broader knowledge in math in general.

Both are great.
