Radiation on the surface of other planets that don't have a natural magnetic field is one of the big hindrances of Human inhabitants or exploration, so why then aren't we able to send structures that are able to create artificial magnetic fields?

Is it that the technology simply doesn't exist yet? Or it's just not cost-effective?
