Depends on what you consider strong AI. "True" AI (i.e. with self-consciousness, and free-will maybe) will start at least with a human genius IQ most likely. And then quickly advance to immeasurable levels. And Because of the nature of its constant self improvement, it would be hard to pin to one number.

More speed and power would allow it to react and calculate things faster, just like higher IQ's often mean higher mental processing speeds.
