The singularity (point where the curvature of spacetime becomes infinite) is just a mathematical point. Or maybe the size of the Planck length.

But the circumference of the Event Horizon (point of no return) is proportional to the mass within the horizon. That's usually considered to be the "surface" of the BH even though there's nothing there and no way to detect you've fallen through it with only "local" measurements.
