Breed obviously has an effect, they were bred for different things. Pitbulls are prone to outbursts of deadly violence, in a way that pretty much no other dog breed is. However, it's still the owners fault, as they got the dog without accounting for its nature. Such as keeping it away from other living things.

The dogs have been bred for sport- fighting or 'bear baiting' to be historically correct.
This is for human entertainment.
They were not bred for companionship or shepherding skills or hunting skills.
They are a worthless, shameful breed that seem to attract the worst owners imaginable.
The dogs can snap anytime, anywhere as has been seen countless times.

In any individual case, you can find a dog owner that would have been able to prevent the attack, and you could alternatively find a dog that would not have attacked.

Pitbulls make lovely dogs if you train them normally. Their bodies may be made for fighting (though the locking jaw thing is a myth) but it doesn't seem like they are any more aggressive than other dogs.

Pitbulls are literally the niggers of the dog world, dumber than most breeds, way more aggressive and egoistic. Also, the only people who would like to have such a nigger-dog as a pet are usual nigger-ish people themselves (not necessarily only blacks), so blaming it to the owners is kind of a cheap excuse, the owners and the pitbulls fit each other perfectly.

Living among dog breeders, kennels, and dog shows all my life I can say breed does in fact matter. However pit bulls are not one of the dangerous/insane breeds. Yes they have enormous bite strength but any violence they cause is driven by instinct to protect their master. Violent people are attracted to pit bulls for this reason and try to drive this instance into overdrive, often abusing/hurting the dog in the process. Naturally in this all to familiar scenario dog's desire to protect it's master and protect itself get cross-wired and the dog can go crazy.

You wanna see a breed that's truely crazy/violent, this fucker right here is nuts. They can snap without warning or cause.

I have a couple stupid friends who have a poorly trained/socialized Shiba that decided to hate me for no reason. Dogs don't tie other animals down so they can immobilize them for the benefit of betting rings. Nor do they breed themselves in manner where attacking a human will get them put down and be prevented from further breeding.
