You're a decade behind. Things like allowing women access to birth control and sex education worked well initially but have stopped working. This is why the UN's population projections in recent years have been greatly increased for Africa and somewhat for Asia. The only way to reduce the population in any significant manner would be to somehow remove, or reduce, the human tendency to reproduce. If there was a way to chemically castrate the majority of the population, say people deemed by an established authority, to have less than desirable genetics, then those people would be subject to sterilization.

We would only begin to see the effects of it after some years, however the people that are born in the meantime will be of superior genetic advantage.

Overpopulation is when a nation has insufficient food and water, produced domestically or imported, for its population. Nobody ever puts forward an exact working definition of overpopulation when they talk about it because then they would have to admit no place on earth meets the criteria.

The gap between food production, water production, and population is rising - we are proportionally producing more food and clean water relative to the population today than we did when the earth had a smaller population. Most of this increased productivity is in very populous countries. The most populous countries are food independent.
