You are speaking of neural nets... yes exactly what the weights are and how they effect the choice is rather nebulous. AI is being worked on that specifically solves this problem by allowing the trainer to ask the AI why it made the choice it has made and then use these responses for a better understanding of exactly what the AI is "thinking".
It should be possible to "hard-wire" in certain idea we always want the AI to use. Ex: Keeping human rider in car alive is #1 priority for a self driving car, obeying rules of the road is #2 priority, etc.
