Checked the world fertility rate in the last half century? It's down around 2.3 these days. The mode number of children per family is two, across the entire globe. Prosperity and security lead to lower birth rates because you don't need to pump out children to look after you in old age and to offset against the number that die before growing up.

The threat of starvation will only increase the birth rates as people try to make sure they have enough children to keep their farms going through hard times, massively overwhelming the population reduction from people actually starving to death.
