It's complicated. Average cognitive ability decreases. Avg IQ score tends upwards. There are just more people on earth so more geniuses and more countries with education systems that are decent.

In general humanity is advancing though and with reproductive technologies it will soon overtake dysgenics with even minimal intervention.
