It seems like an abuse of language.
From what I have read about the negative mass, it seems similar to the concept of an electron hole in semiconductors.

Essentially, it is like an air bubble in a water bottle. The bubble behaves like it has negative mass. It floats to the top when the gravity is pulling down.
