my teacher used a large tube with holes in it and propane gas flowing through the whole thing to demonstate waves in a tube
was fucking badass but was about sound not electricity

you seem like you just might be a mad engineer so you might want to try building a tesla coil
they're pretty cool

those are the only devices i can think of that mess with lightning
if you just like science you could build your own radio, but i doubt that's what your talking about

Looks like a Jacobs ladder, should be relatively trivial, you just need a high voltage source(cascade maybe), as in any of these experiments.
